Board of Directors

The WBRA Board of Directors are elected at our Annual General Meeting in December. All directors serve as volunteers and contribute a wide variety of skills and experiences to the operations of the Society.

Rozlynne Mitchell

Chair

Rozlynne is a retired member of the BC civil service, with a MBA and over 30 years experience working directly with senior government decision makers and elected officials, local governments, First Nations and the private and non profit sectors.  She was responsible for managing complex projects, policy and legislation development and cross government business planning.  She has experience working with the non-profit sector and has had the privilege of chairing and participating on a number of provincial and community based boards and committees.

Rozlynne is passionate about all things Esquimalt - In the 1990’s and early 2000’s Rozlynne lived in Esquimalt and was an active member of the community.  Returning to Esquimalt in 2015 she purchased a little war time house on Dunsmuir Road that she now calls home.

Amy Higginbotham

Amy Higginbotham has lived in the West Bay neighbourhood for over fifteen years with her husband, Adam and two children.  She currently works for the provincial government and enjoys spending her free time running, biking and dining in and around Esquimalt.

Vice Chair

Carole Witter is proud to call Esquimalt home, and she loves her West Bay neighbourhood. She and her husband Jim started their family business in West Bay in 1985, and became residents in 2004. Carole is a long-term community volunteer, and served as President of the West Bay Residents Association for eight years.

Jennifer Yip Choy

Jennifer has over 25 years working at senior management levels in the public sector. She obtained her Bachelor of Arts and Master of Arts from McMaster University and a Bachelor of Education from the University of Western Ontario. Jennifer has been a resident of West Bay since 2016

Secretary / Treasurer

Colin has been a resident homeowner in West Bay since 1993. He joined WBRA in 1999, and has served as President, Vice President and Treasurer. He remains a staunch advocate for appropriate quality development in his West Bay community. A professional artist, Colin was a Co-Founder of the Esquimalt Lantern Festival, President of the Work Point Arts Project which attempted to establish a Regional Visual Arts Centre and Military Museum at Work Point Barracks, and was involved in the creation of the Public Arts Policy for Esquimalt. He served on Esquimalt’s Heritage Advisory Committee and helped in creating the “History of Esquimalt” in Esquimalt’s Heritage Policy as well as contributing to the addition of the Guard House to the existing heritage building roster.

Colin MacLock

Hilary has lived happily in the neighbourhood since 2016. She moved from Vancouver where she was fortunate to raise her family in co-op housing while practicing a long career in the Arts sector. Inspired by Art and motherhood, Hilary is a member of the eco-justice movement. She now works for the Indigenous led crown corporation First Peoples' Cultural Council.

Valerie Hostetler

Valerie Hostetler is a new member to the WBRA and to Esquimalt. She’s a retired art teacher and a practising artist who brings with her a history of community volunteerism.  She and her husband chose to live in West Bay because of its proximity to the harbour, West Bay Walkway, downtown Victoria, and the E&N bike trail. Valerie has experienced living in a variety of cities and towns, Ottawa, New York City, Montreal, Fort McMurray and Olds, Alberta.  Valerie appreciates the challenges that West Bay faces with both densification and creating community and looks forward to working with WBRA.
